The details of this are to be settled in London and we are not require! to take any action. ? 2. Proposal (b) is for recruitment ofa^ American Civilian Technical Corps by some agency of U.S.G. This is supplementary to the existing Civilian Technical 3orps;which is apparently proving a failure. The recruit- ment of this new Corps Is apparently to be done by the Am-r leans, and it Is they who will presumably have to set up the machinery and do the work. What we have to do Is to get in touch with Mr. Harrlman or Mr. Hopkins when he gets back, and find out what they are doing and whether t :ere is anything we can do to assist. Pending a. conversation with one or other of them we might get Squadron Leader Russell to come down from New York and have a talk with him about the existing scheme, the reasons for its failure, and suggestions for the new scheme. As the Air Ministry is apparently particularly concerned in England the Air Attache might be brought In, and also somebody from the British Air Mission. Vie are also asked to obtain from the British Air Mission for transm'sslon to the War Cabinet Offices(copies of anything that the Mission send to the Air Ministry about the proposed American Civilian Technical Corps.
