Then the four of us might have a meeting to discuss how best to deal with the question* raised in the two letters, whether there is any action to be taken in the meantime pending Mr. Hopkins' return, and what line we should take with him when he does get back to this country. It would probably be useful if you brought to this meeting those members of your respective staff who are particularly interested in the question. H.E. has spoken to Admiral Little about this and the question was also mentioned at Thursday's meeting of the Heads of Missions. In the meantime, however, I think it would be useful if Mr. Foster, who admiral Little Knows will be dealing with the matter from the Chancery side - were to get in touch with the officers of the Joint Staff Mission who are dealing with the question and talk the whole thing over. /It would It would be a great help if, as a result of all these discussions, some effective means could be devised of dealing with the very considerable number of applications we are now receiving from residents in the United States who are anxious to go to England to work in some capacity as engineers or labourers but who do not seem to come within the scope of the British Civilian Technical Corps scheme.
