In accordance with our conversation of yesterday evening I am enclosing herewith copies of the two aide-memoires which the President gave the Japanese Ambassador last Sunday. May I repeat what I said last night and that is that I request that these papers he regarded as par- ticularly secret and that the contents be not circu- lated by your Government to its diplomatic missions abroad, including the British Embassy at Tokyo.
