CO DO c s Z JP:KIP I spoke to Cribbett on the telephone morning, who explained that Air Marshal Harris bent Mr. Stettinius a memorandum, copy of which hS v/Lll let us have^ It is to be hoped that as lal1 "as the Cabinet papers are concerned things will now proceed satisfactorily between the Air Force Delegation and Mr. Stettinius. It was agreed between Cribbett and myself that perhaps the Air Force Delegation might have been more prompt in writing a letter to Hopkins, and Cribbett has agreed to refer to the Embassy if matters seem to be getting unnecessarily slowed down. He will also keep the Embassy fully informed. 1 As regards the scientists, Cribbett^ thinks that the despatch at -/l should be considered by the Air Force Delegation, the Embassy and Professor Darwin; his private view is that scientists should be recruited individually by the Central Scientific Office. 3- As regards the Harvard scheme, Cribbett was of the opinion that the Air Force Delegation should be kept informed of any developments and that in order to avoid crossing wires the Harvard scheme, if it comes to anything, should be confined to getting Americans for non-service purposes not covered by Cabinet Paper 2 of the 30th July. He is trying to find out if the American organization will/ Minnies. villi be prepared to deal with him over this question, and suggests that we should have a meeting about it a little later on.
