Mr. Hull said that Mr, Welles has informed him of my conversation with him yesterday, and he had "been discussing the question of Lease Lend supplies being furnished direct to Turkey with his Department. The Turks had made certain complaints against ourselves for failure to supply material, and had persuaded some members of the State Department to feel that direct supply by the United States would be desirable. Mr. Hull, however, had told tiwm that the only consideration was what method would give Great Britain the greatest influence with the Turks, and had asked his people to place themselves in touch with the appropriate British representatives to discuss the question on this basis, A copy of this minute should go to he Supply Council. 22nd October, 19W 2^1 to
