When Welles raised the point
of responsibility for the breakdown of
the modus vlvendi the Ambassador
suggested that it might be useful to
have a chronological record of the
progress of the discussions as seen from
here.    I enclose a copy of a minute which
I wrote on the subject, which may be
useful to you for purposes of record.
I also enclose a copy of a
minute by Campbell, recording a conversa-
tion with Hornbeck on the same subject.
