Man Power from U.3 ___^ Dear Cribbett, I have seen the report of the Joint * /jY Staff Mission meeting on November Uth (M.M-(W)199) / in which there is discussion about the British requirements for technical personnel from the United States and I see that you will be pursuing the matter. The only point which I would like to / raise is that dealt with in my letter to you of - (fr September 23rd about the Ordway scheme. This may seem to you to be a rather half-baked idea and indeed I think it is so to some extent. On the other hand it is a pity to discourage people of this kind if it is at all possible to make any use of their services, and I think that to have them in England would be a value in itself apart from any actual contribution that they were able to make to the war effort. I was wandering therefore whether you had got any further with the • suggestion for the creation of a category for semi-skilled labour in the C.T.C., either here or in London* and whether Air Marshal Harris had found occasion to raise the matter with Stettinius.
