DEC -.'6 I enclose two copies of a letter which General Doyen, the former head of the French Delegation to the Armistice Commission at Wiesbaden, addressed to Admiral Darlan on the 16th July last. Dupuy obtained this document when he was at Vichy a few months a^o, but it has only recently reached London. Dupuy gave a copy to Matthews at the time., and he believes that Matthews sent a copy to the State Department. In case he did not, you might let them have one of the enclosed copies. There is much of interest in the letter, and the conclusion bears out what I suggested to you the other day, namely that the Americans are in a position to be as tough as they like with Vichy without running the risk of the latter breaking off diplomatic relations.
