PARAPHRASE OF TELEGRAM
FROM:     Secretary of State, Y/ashington
TO:        American Embassy, London
DATED:   December 8, 1941
Today the all-out declaration of war was passed
by the House by a vote of three hundred and eighty-eight
to one and by the Senate by a vote of eighty-two to
nothing.   All of us are today in the same boat with you
and the people of the Empire and there will not and
cannot be a sinking of that ship.
