The conclusion suggested by Mr. Mack certainly appears reasonable but though I have constantly preached it at the State Department I have never found it possible to get it accepted there. They, Mr. Murphy and the majority of the members of the staff of the Embassy at Vichy, continue to think that the only way to deal with the French is to be very gentle with them and to offer them concessions and bribes.
