MINUTE SHEET. Has it been decided who is to sign the "Joint Declaration" on behalf of the different participating Governments? Presumably the Prime Minister will sign on behalf of H..M.G. in the U.K., and the Canadian, Australian, and South African Ministers on behalf of their Governments, but what about New Zealand and India? Strictly speaking, Y.E. is still the Diplomatic Representative of be-fch New Zealand and Indira, and even though Mr. Langstone is a Cabinet Minister, I do not imagine that he will have the necessary "full powers" which he shrmld have, strictly speaking, before he signsP*-Oio doubt if it is desired that Mr. Langstone should sign on behalf of New Zealand he could obtain the necessary authority from his Government by telegram. But as regards India, presumably Y.E. should sign in any case, and not Sir G. Bajpai - that is, if India is to sign at all. December 29th, 19U1.
