Mr. Wrong has just telephoned to say that on instructions of the Canadian Government he is going to see Mr. Berle this afternoon to suggest the following alterations in the draft Declaration:- (a) Redraft the second paragraph so as to read: "Being convinced that they are now engaged in a common struggle against savage and brutal forces seeking to subjugate the world and that complete victory over these forces is essential to ensure life, liberty, independence and religious freedom and to preserve human rights end Justice in their own lands as well as in other lands." (b) In sub-paragraph 1, for the words •military or economic" substitute either "military and economic" or "whether military or economic". In addition, Mr. Wrong is to say that Canada does not wish that the Dominions should be grouped immediately after the U.K. in the preamble. They would prefer that strict alphabetical order should be adhered to throughout. Failing that, if k countries have to be put first, then they think these countries should be in their alphabetical order, i.e. United States of America, United Kingdom of Great Britain and Northern Ireland, China, U.S.S. R. The Canadian Government have also raised a query about the position of Burma. Burma was separately represented at the St. James's Palace Conference, and the Canadian Government rather wondered whether, in view of all the trouble over U Saw, Burma ought not be a separate party to the Declaration. Lastly, the Canadians are very anxious to be sure that there will be no difficulty about the eventual accession of the Free French - i.e. like us they wish to be sure that whatever may be the wording of the last paragraph of the Declaration, it should be clearly understood here and now that the S.D. will make no difficulties if the Free French subsequently apply to accede. With reference to paragraph 6 of the attached telegram, the amendments which the Foreign Office wished inserted in the draft Declaration were:- (a) The substitution of the words "Prime hinlster of the United Kingdom of Great Britain and Korthern Ireland* for the words "Prime Minister of Great Britain* in paragraph I, and (b) The substitution of the words •high contracting parties'* for the words *the Governments signatory hereto¦ in the beginning, and the substitution of the words *each high contracting party* for the words "each Government** in sub-paragraphs (1) and (2); and the substitution of the words "the high contracting parties" for the words "the Governments* in sub-paragraph (2) .
