Additional Information:Victor Bulmer-Thomas was Director of the Institute of Latin American Studies at the University of London from 1992-98, and is presently Senior Research Fellow at the Institute and Emeritus Professor of Economics, University of London. This paper was first presented at a conference on British economic history in August 1998 organised by the Universidad de San Andres in Buenos Aires. The author is grateful to Roberto Cortes Conde for his comments on the paper and for permission to publish it in English.
