Additional Information: Victor Bulmer-Thomas was Director of the Institute of Latin American Studies at the University of London from 1992-98, and is presently Senior Research Fellow at the Institute and Emeritus Professor of Economics, University of London. This paper was first presented at a conference on British economic history in August 1998 organised by the Universidad de San Andres in Buenos Aires.
