Abstract
The first Scottish parliamentary elections in May 1999 were followed by a landmark coalition agreement between the Scottish Labour Party and the Scottish Liberal Democrats. The author, Philip Goldenberg, was involved in the drafting of wording on which Part III of the agreement was based and here analyses the significance of the Partnership Executive.
