Abstract
This dissertation aims to prove that a lack of proper drafting instructions leads to poor quality of legislation, as experienced particularly in Rwanda. The dissertation looks at the current practice in Rwanda, including the need for the drafter to engage into a long process involving discussion and exchange of ideas with concerned parties, and demonstrates how that may undermine the quality of legislation.
