Abstract
Proposal arguing that the police force in Mexico City should become a political priority under the new government, and that clear and comprehensive treaties embracing all branches of the police, for example walls, ramparts, prisons, hospitals and canals, is needed. Includes the sections 'Disposicion de la ciudad'; 'Arreglo de la ciudad', and 'Arbitrio para plantear este proyecto'. Dated 5 November 1821
