Abstract
Covering letter and letter replying to US Chargé d'affaires in London Herschel Johnson's 1939 note on Reprisals Order In Council.It concerns retaliation for illegalities committed by the German government, provisions and exemptions for the Order, German exchange regulations, German obfuscation of transactions, classes of shipping which are and are not to be interfered with, essential industrial, agricultural and scientific US interests, and embargo on German exports.
