Abstract
House of Representatives report on changing the Neutrality Act to enable US Red Cross ships to go to war zones without requiring safe passage guarantees from belligerent countries. Includes also commentary by US Secretary of State Cordell Hull explaining teh required changes, and details of the House H.J. Res. 573 detailing the amendments to Section 4 of Act.
