Abstract
Congressional Joint Resolution amending Section 4 of the 1939 Neutrality Act to enable humanitarian relief to civilian populations without permission from belligerent countries or falling foul of Section 2(a) of the Act. The issue was raised due to the American Red Cross ship McKeesport.
