Abstract
The issue at hand is what Mrs Roosevelt should do with the donations to the war effort that have been sent to her, and whether she would be allowed to solicit further contributions. In light of the Neutrality Act, it is illegal for US citizens to solicit funds for a foreign war effort. The advice given is that Mrs Roosevelt should redirect spontaneous donations from herself to the British Chancellor of Exchequer.
