Abstract
Mrs Roosevelt had been receiving private contributions from citizens, of which she gave some examples. Butler raised the problem of the Neutrality Act, and that Roosevelt's receipt of such contributions might infringe upon it. Instead, perhaps, the money could be sent directly to the British treasury.
