Report on discussion regarding US-Japanese negotiations. Includes the fact that the UK were not being kept informed of the negotiatiions by the Americans, assured that the US would not deviate from Far Eastern policy, and cynicism that there could be any forward movement in treaty as the Japanese were not willing to change their position, and were using talks to buy time to consolidate its position vis-a-vis Indo-china and China.
