Address of President Bartolomé Mitre to the people of Argentina, covering subjects including: the payment of medical expenses; the double scourge of war and cholera on the population, the issue of cholera prevalent in the armed forces and the general population, and the problems caused by cadavers left in the streets; the successors to the Presidency of Argentina and dictatorship of Paraguay.
