Abstract
Comments on an address delivered by Under Secretary of State Welles to the Pan-American Conference in Panama. Welles outlines the problems which confronted the American Republics after 1914, and details USG financial assistance to those republics that need it, and calls for shipping services to be maintained between the US and Latin America.
