Abstract
Effects of Matsuoka's tour and the end of the Russo-Japanese Neutrality Pact upon Japanese policy. Winant supports the current Foreign Office view of the Far Eastern situation. Discussion of the degree of US appreciation for the political significance of Singapore. Both Roosevelt and Cordell Hull seem keen to concentrate greater military force at Manila, although the naval authorities were resistant of this.
