Abstract
Comments on the various effects that the Russo-Japanese Pact had upon the Axis powers (very great) and the Allies (very superficial). Notes on the German demands made upon the Soviet Union, and German military operations in the Balkans. Possibility of the development of a Quadruple Treaty including the Axis powers and the Soviet Union.
